What is atibtmon.exe and how do I remove it.?

I have an asus K52 with dual amd processors on windows 7, and the process atibtmon is taking up 50% of my cpu, i tried to end it, make it a lower priority but whenerver i do it say "access is denied" I ran a kapersky full scan and it says no viruses. Why is this thing taking up so much and how do I remove/fix it. I don't know if this is related but whenever I try to watch youtube vids my screen flashes and then either I freeze or the video is solid green and audio is fine. when this happens a ballon comes up and say amd has recovered from somthing.
